Do you only have cameras? Or a HiLook NVR as well? When you changed broadband provider, did you/they install a new router?

What is connected as the source of the video to the HDMI cable connected to your TV please? e.g. do you have a Reolink NVR?

How are you getting the Reolink camera onto your TV? Or, do you mean PC monitor? Yes. It may take a couple of seconds to switch into colour mode after the light comes on.

Just to double-check you understood my suggestion / have tried it. If your system monitor is a co-ax model, you can connect each camera in turn directly to it (bypassing the DVR). If you get an image on the monitor from each camera, then the cameras are OK. Unfortunately, even analogue CCTV...

Is your DVR's monitor connected via a BNC co-ax cable? If so, you can connect each camera directly to it, just to check them.

It's very common for a new router to use a different IP address domain range to the previous router. Can you see your router's IP address please? And your NVR's IP address in SADP?

Which model NVR please? And what firmware version is it running?
