Looking at this YouTube video and seeing the camera ssid MV46192373, I think your camera is a hotspot and expects devices to connect to it. The camera needs to be in wifi client mode to connect to another hotspot.
Can you connect your laptop wifi to the camera and try to logon to the camera web...

Your Sony Xperia5 may not perform as you expect it to. Smartphone WiFi hotspots may only allow 1 or 2 devices to connect, Bluetooth maybe 3 to 5 devices. Your best option is the USB WiFi hotspot dongle.

Can you post pictures of your DVR front, back and underneath?
Do you know the DVR administrator user name and password, if not can you find out?
What is your router make and model number?
Is the DVR connected to your network by wifi...
if the DVR has DHCP enabled your router should show the IP address on the router device list. You may need the DVR MAC address to help identify the right IP address. The DVR MAC address could be on the serial number sticker.
@johnfitzy I downloaded v1.1 and copied it into the same folder as v1.0 (renamed old). Ran ok and loaded data from the ini file.
I see you added the app version number as well.
Does the app automatically adjust for UTC/BST changes? Looks like it does.
