CCTV Flickering troubleshooting

Dear all

Recently I have a project for CCTV system and encounter some CCTV flickering problem. The camera swaps with other camera and flickering. Anybody has the idea for troubleshooting? Is it hardware or software problem? Below is the link for the video.

If they are network cameras it may be a network-related problem.
