Clear night vision but moving people blurry

Hello everyone,
I have an NVR 7608 8 cam with all Hikvision cameras. All good except I bought a DS-2CD1067G2H-LIU camera. The images are super clear day and night. But a moving person at night is blurry.
I feel that some settings changes could resolve that but I don't know how. Attached is an example. FYI I smooth real time not important. I am just trying to get the best picture.

Exposure time is going to have the biggest effect. ColorVu cameras usually ship with a default exposure of 1/12 sec which is too slow (the blur you see is the movement that occurred in that 1/12 sec). Ideally to get a clearer image of someone walking you want that exposure time to be at 1/50 sec. However keep in mind that by doing 4 times less light is reaching the image sensor during that exposure; the image will be darker and noise may be increased. To counter that, noise reduction could be increased but that also comes with unwanted effects.

There are no perfect settings.

Not at all. 25 FPS with 1/25 sec exposure is fine (albeit 1/25 is a little slow to prevent motion blur) The only time that's preferable is when using WDR as the camera produces a single frame from the average of two exposures. More of an issue is that ColorVu cameras default at 1/12 Sec exposure @ 25 FPS.

I don't particularly care.
I tested Colorvu in 1000 different configurations at night. Using WDR above 40% is much worse than WDR off or WDR around 10%. For a poorly lit scene, it is best to set the exposure to 1/75 and if necessary, stay at 25 FPS. For a better lit scene, 1/50 is the ideal choice. I am writing here about a scene at a distance of up to 20 meters from the camera.
 
Thank you all. Last night I setup Tomasz suggestion which produces better videos at night in my poorly lit street. Thank you all for your recommendation.

Try to increase street lights by changing camera location or using solar panel lighting to light this area , this can help

Thank you Windows700 but here it is easier said then done! Just so you all know, I am using 1/150 exposure time and increased brightness to compensate. Now clear video of someone walking by. I don't light the additional lighting provided on the camera because I don't want to draw attention to the post with the camera on it. Thank you all.
