V31, no seeing cameras

So i am converting 3 separately located cheapo DVR's down to one. All use analog cameras, I have set up a windows PC and have installed 3.0 enterprise server. I've set up 2 v31 8ch encoders, 4 of my analog cameras are Floureon A628, when beginning my cut over with one of them it does not show up, page shows video loss with an occasional flicker. i connected an old Clintin electronics CE-VX20 directly to the encoder, picture came right up.

is there a setting in the encoder to get it to see the Floureon camera?

or is Composite video no longer Composite video?
