Distributed CCTV Systems

Hi all,
I was just wondering how cameras across say a town are connected to the monitoring office where all the video is recorded etc.
My first thought would be through the internet with a contract with an isp?

Sometimes they use broadband as you describe.
Other times they may use their own wireless links.
