Hilook NVR IP camera connection issue

Hi,
Looking for a bit of help.
My NVR is a HiLook NVR-104MH-C/4P which I got in 2022. At the time I got a TAPO C200 IP camera which works fine. Recently I got a TAPO C425 camera for outside viewing. Using the TAPO android app both cameras work and display the right video.
The issue is I can not add the C425 to the NVR. I have the IP address for the camera, I made a seperate camera account in the NVR. I tried to add the camera and all it comes back with is Offline Abnormal network. I have tried the same account information as the first camera (which works) as well as seperate new accounts. Removed the first account just in case, still didnt work. Reset the cameras and nvr several times. Checked the IP address is correct in the NVR. I have read and followed the NVR user manual instructions.
I can see the camera in my network router list, I can successfully ping the camera. The TAPO app (Android and Apple versions) show both the streams.
Is it an issue with it (C425) being battery powered as the other (C200) is mains powered?
