Network division - setting access rights for two different users?

I'm wondering if there is a way to divide my network so that one user can access all equipment on the network, and the second user can only access the internet and none of the other equipment of the network (cabled and Wi-Fi)?

Is there a different term I should be using? It would help when doing searches for Youtubes etc..

There are tons of way to do that.

using L2,L3 switches
Additional routers
Creating VLAN's
MAC AllowList , blockList

Im no network expert but if you seek that somebody write from ground up exact procedure and equipment, i cant help. But this is something easily googable.
