Using an existing cat5 cable for cctv?

Hello ladies and gentlemen
My new build house has a spare cat5e cable in an etu box on the side of my house. I would like to use it to for two cctv cameras I’m thinking of running it up the side of a drain pipe and connect two cameras.
would this work?

Possibly.
It's a network cable.
You'll need devices either end.
If 2 cams via one cable, then you'll likely need a gadget at the camera end to allow both to use the single cable.
 
Is running cat5 low to the ground a security risk? Do pros ever run the cable low? I’m thinking someone could cut it?

It potentially is, yes - you would need to mount each camera to a junction box, run the Cat5e into the side entry gland, and then use a 20mm conduit to protect the cable.
