Does anybody know what this is?

Title says all, just need to know if this is some kind of camera?:

It is pointed directly at my bedroom window :/

It's a CCTV camera but the lens inside its dome could be pointing anywhere.

Thanks for the reply, did not realize the lens was for protection before making this post. I also heard there are "black spots" programmed into the software to stop it seeing anything private.
Gonna try to speak to the homeowner but I don't wanna just take his word for it that it has these blind spots. Am I in any way entitled to see the feed?
