Networking novice, adding router to create a separate CCTV network due to bad cable.

I have a problem,
I have a Hikvision NVR DS-7608NI-M2/8P NVR.
I have 4 cameras connected and 2 of the cameras are located 30m away on a shed.
All the cameras are connected via the PoE ports on the NVR, but of course 3 cameras are working.
I have attempted to repair the bad ethernet cable but I suspect its broken in a couple of places, and right now doing a new relay is not really an option.
I don't want to use the splitter technique.
The shed does have power, and I have 2 old routers that I can configure into a switch by turning off DHCP. So I could use this, one at the camera end on the shed and I have realized that you cant use a switch on the PoE end, it has to go into the WAN port. I would then have to somehow get the NVR to find the camera on the system.

I also have a Draytek viggor 2865 LAC router and was reading, it would be a good idea to keep the CCTV network separate from the main network. There was talk of virtual lans . Is there an newbie guide to setting this up. How would I access the cameras from my PC if they are going to be on a different network, and how do I access the cameras on my phone. really appreciate any help. Thanks.
