IP camera is not making IPv4 DHCP server over ethernet cable?

Does it perhaps use different IP addresses for wired & wireless?
We have seen this before.
Does the manufacturer provide a utility tool similar to Hikvision's SADP that will scan your network and reveal connected devices from their brand, and their IP addresses?

yes this camera uses two different IPs
1. For wireless connection my PC shows IPv4 address as 192.168.66.101 and IPv4 default gateway : 192.168.66.1 and IPv4 DHCP server as 192.168.66.1 and IPv4 DNS server as 192.168.66.1 .
2. For wired connection my PC shows autoconfiguration IPv4 address as 169.254.86.33 and IPv4 default gateway is blank and IPv4 DHCP server is not even in the list and IPv4 DNS server as 192.168.66.1 .
3. Wired connection is shown as unidentified network.
4. DHCP enabled : YES ( in both cases).
5. When I tried to manually copy the IP of wireless connection into wired one then the network is identified as network 2 but still not able to use the cam.
6. I'm using third party app IP camera viewer 4 for wireless.
7. In house app is only working over WAN not on LAN.
 
OK , the camera is working when I route it via a wifi router using a cable but directly connecting to PC is not working. The camera is using my router's gateway (192.168.31.1) and got assigned an Ip add by the router 192.168.31.124
Intrestingly the TCP port is same as in wireless connection i.e 6688.
