The main rule of security camera is “No Light No picture” . In case you only use an IP network camera as the light decrease the bit rate increases. This increase in bit rate will directly affect the storage. And the increases in storage will increase the cost. The theory behind this problem is the AGC. The AGC is known as auto gain control. This increases the signal strength in low light. Hence this will ultimately give you a blur , noisy image. Hence using an IR Lamp with IP camera will reduce the bit rate. This will give you a clear picture. Using this combination, will not reduce the bandwidth and the storage capacity. Hence this technique is a good option to get a high quality image in less cost.
 
I would like to elaborate a bit more on this topic. When an IP camera is used without an IR illuminator they take a high storage amount. Storage and bandwidth are correlated with each other. The storage will be exactly the same as the bit rate. I.e when 1 Mbps video stream is done it will consume around 1 MB of the space in a second. Hence not only the image quality increases but also reduces the storage and hence it becomes cost efficient.
This combination can be beneficial for investigation as well.
