NVR output over VPN/ Different Network

I've been searching the forums for an answer, but can't seem to find something just aligned with this problem.

I am installing a Hik NVR into remote site, which will have a fibre router installed. (Site A). I will have a VPN to that router from (Site B) and would like to be able to monitor the cameras at (Site A) on a monitor, the same as if I connected to the HDMI output.

Any suggestions how I might go about this?

Doing some more research into this - a HDMI to IP encoder seems to be the best way to do this!

i wonder if HDMI network extender would work in that case, or only physical network
