My DS-2CD1323G0E-I IP Camera is changed to Maximum Bit Rate in Substream?

I have a total of 8 cameras (2mp-1080p) and 1 IP (2mp-1080p),
(its model is DS-2CD1323G0E-I hikvision) when I see all the cameras at the same time (sub-stream) my IP camera looks very bad, then I look at its configuration, and it puts a very low maximum Bitrate between 30 and 100 (attached photo), modify it to 1000 (As an example) it looks good for a few seconds and when you reload the page it returns to 30-100, what could it be? I would appreciate your help

It automatically goes like this, but it looks very bad, I increase the bit (like the next photo), it looks good for a few seconds but then it automatically returns like this photo

In the Network > Advanced > Platform Access page of the NVR (if they’re connected to an NVR) turn off adaptive bit rate control, sub stream rate adaptation at the bottom of the page as shown below. If you're not using an NVR (and only if you're not using one) look for that setting directly in the camera and disable it there.
